Here in Australia.
I think a desert island outside of hurricane season would be peaceful.
Yes, very good point. But it can hard to find a peaceful state when surrounded by noise, too. Some people can do it and I envy them.

But isn't that proof. If people can do it, then the problem is within, not without.
I'd say New Zealand trumps us. Actually I don't think that Aus is all too peaceful these days. At least not in the major cities.

I think you'd have to seek a remote, tribal society, with little contact with civilization.
The problem is, people don't like peace. Humans are restless, particularly young males. They seek stimulation and excitement. if subsistence activities don't provide it they will create it.
