Why Does Public Tolerate Illegal Cop Behavior?

With their mentality it's like telling a small child to do something dangerous. They don't comprehend the risks, they can't really say no, and they'll do it anyways for the praise and approval. Police and military dogs are taken advantage of in this way.
That's how it is with animals we use.
They've no choice in pulling plows, holding riders,
becoming food or leather, providing security.
You might never want to use an animal without
the animal's permission, but I'm willing to.

Can I ask why?

I'm in no position to say why society generally
is the way it is. But I speculate that as evolving
omnivores, we're accustomed to using animals
to serve us.
Who is to say that it's right or wrong? That would
depend upon highly subjective things like feeling
or religion. No wide agreement about such things.

Regarding the dog that tore open the woman's head,
I'm more concerned for her welfare than the dog's.
If the dog cannot be retrained to be safe, it should
be put down, lest it harm more people.

As I said, it's using them in a way that puts them in harm's way I have a problem with. Service dogs are great, and a mutually beneficial relationship is formed. Police and military dogs, however, are are exposed to dangers and harms and they cannot object or consent, and the dog is not able to comprehend this arrangement or expectation to face danger. It's not much different than manipulating a child to do something dangerous.

If dogs can be put in harm's way instead of people, I'm good with that.
Dogs aren't equivalent to children. They're just dogs.
