You're assuming that only the staff would know, the students would also generally know who belongs where, and there is a difference between walking in somewhere and walking in like you belong in there and walking in like you don't.So, if place where facilities are being used has all records in order, and all staff are aware of those records (for all students), then I don't see how abuse would be plausible. But if any staff is unaware, then it would be reason for that staff member to question the situation, no? To possibly disallow the student/person, otherwise, I do believe instances of abuse could be cited as reason why it is not exactly workable unless it is fully known by people responsible for managing the facilities to allow it as if there are no problems with whoever wants to be in whatever place they feel most comfortable in.
If they are that desperate, there are easier and safer methods. Such as, where I went to high school, in the weight lifting room there was a weight machine for hip abduction and adductions, with the user facing the wall. The wall happened to be part of the wall of another room where another machine was, and in front of the hip machine a tiny whole was chiseled in it, and there was even some dry semen on the wall.It truly seems bizarre to frame the potential problem around staff only, when I think some (likely very few) kids would seek to abuse the situation for own purposes (likely always mischievous) and that kids would likely be engaging in harassment of some sort if policy changes to Mandy can now use girls locker room, while last year, as Billy she was uncomfortable using the guys locker room.
And here everybody is worried about the boys having the go through all the trouble of dressing like a girl.
