Yes of course, it is only owned for a specific and limited time and hence not a slave.
Making slavery illegal is a good place to start.
A maid isnt owned by anyone, they work for their employer.

Then the government should feed those poor people, giving them monthly allowance , free homes ...etc
It is like making prostitution illegal while poor women forced to work to feed themselves and their families.

Servitude like what a maid does is slavery if you ask me. This whole distinction between slave and servant is new and European in nature. Going back to Asian culture there has never been a distinction, ever(as far as I know).

Yes they are free, they can refuse to work for their employers if they wish so,depends on their mood.
The world will never get any better if we never take the first step. That step being, abolish slavery. Then the government may or may not have to step in, depending on the situation.
Not that fond of servitude, to be honest. But I do see a distinction between them. Slavery is far worse, since the slaves in question has no rights and are only property. At last I assume servitude isnt like that, but I dont know much about it. If its like slavery, it needs to change.
Care to define what you mean by slavery? Slavery where I come from mean they cant do that. Slaves are by definition not free. They are literally property, have no human value, and can be abused to no end without the slave owner ever getting into trouble for it.

Domestic servants in Europe are Employees and have the same rights as any other employee.
When I was small my mother always employed a house maid to help her.
My Maternal Grand father. had a Cook housekeeper, a butler, a nanny, a chauffeur and two gardeners. My Paternal Grand father had a large household with a governess, butler, ladies maid footman ,housekeeper, kitchen staff, housemaids, laundry staff, gardeners, stable hands and coach men.
None were slaves all were paid, all were free to leave.
Times have changed and it has been very unusual to have a fully staffed house since the 1920's.
Servants were never treated as Sex slaves. Though some were known to be seduced by both members of families, and by house staff.
