That could be true but you know this isn't a new issue. Weve been talking about this problem for 5 decades! And any new plan would still require border enforcement which has been a joke for ages! When Reagan granted blanket citizenship to millions of illegals in the country that was just a green light fo4r many more to come in! You need to separate refugees from immigrants. This is US law, that people applying for refugee status have to be accepted until their hearing on refugee status. As I said it is not only international law, it is US law as well:

And for refugees it is quite clear. If one applies for refugee status one is not illegal. One does have to provide substantial evidence that one is a refugee. But even someone that crosses the border illegally can immediately go to INS, if not intercepted, and apply. They are then, at least until their hearing 'legal".
