This is a good thing. It does no good to lock up drug addicts. That's just a fact. They need treatment, not prison. So there's nothing to logically object to here.
This is a great thing, imho. These are non-violent drug offenders, and there is no reason to keep them locked up. The war on drugs has been an epic failure, and our prisons are extremely overcrowded as is. I, for one, hope that he continues this until the end of his presidency. We gain nothing from keeping them locked up, and they have served substantial time already.
I can imagine that the owners of for profit prisons would be horrified by this.
We could do more of that if we stopped investing billions in finding, prosecuting, and punishing nonviolent, no victim, criminals.We need to spend our time making things better for the people who make life better instead of devoting time to the pity party.

When you distribute a substance that you know is poison to another person that is a violent act.

Alcohol is a drug, the distinction is merely a matter of nomenclature.
