Cops don't get to charge suspects.
So this guy doesn't know the basics, even.
Cops charging people for crimes is simply
less than fully accurate speech. It's similar
to saying you can see steam coming from a
tea kettle. You can't actually see steam, but
you can see its condensate. Everyone knows
what is meant. Think of such things as idioms.
It doesn't matter that cops cause someone to
be charged, but someone else does the actual
charging.

Unfortunately, a lot of American citizens think these thug cops are a great idea. They wish there were more of them and that they behaved even more brutally. The culture in the U S has a long history of glorifying and over-simplifying a 'good guy/bad guy' ideal that revels in extreme violence against the "bad guys" by the "good guys". We like seeing people's lives destroyed for breaking the law. We like it so much that we very often don't much care that the response is far, far worse than the offense. Both our "law enforcement" and our prison bureaucracy have been wallowing in this kind of mythical stupidity for a very long time and it has created a sub-culture of untouchable (approved of) bullies.
