I don't think @Revoltingest is wrong on this subject. From all I have seen and read, the problem is pretty much exactly as he states it to be. And probably it's even much worse given the commonality of it being covered up by local prosecutors and judges and politicians.

Even if some specific case gets misrepresented, it would be the anomaly.

I try to keep in mind that the police in many countries are even worse than our own. But that's very weak consolation considering that they are also much better than ours in many countries. And that we could and should be doing a lot better than this, in this country.
