Criminals have been seen to present a sort of 'risk vs reward' mindset.
Many of the more logical ones, or the guys without an organization, probably adhere to this concept.
So, for example, we can use a rape scenario here.
A potential rapist sees an opportunity, a possible victim.
Now if all this rapist has to worry about when caught is however many years in prison, they don't care.
However, if they were putting their life on the line... they might think twice.
Of course that wont stop psychopaths or criminal organizations, but common crime would be reduced greatly.
