The long-held belief with earlier Jews and Christians, based on the use of the term "firmament", was that when you looked up there was a dome overhead whereas clouds, the sun, the moon, and stars were under the dome, but water, God, and the angels were above it. When it rained, it was water going through holes in the dome controlled by God, and when angels came down, they could go through those holes.

Since people couldn't fly back then, there was no way they could tell the difference. Thus the tower of Babel, and the implication was that going higher than the dome was for not for us mortals as that was God's domain.

Moses was before the 70 years of "exile"/captivity for NOT adhering to the "thus saith the Lord GOD".
What mankind has devised in his imagination and accepted as truth as seen by Eve and the Serpent/as well as the flood---and still today as attested to in/with the "theory of evolution" with its component parts---continues.

Therefore, I do not take Gesenius's lexicon totally. The Scriptures state Gen.1:14-18, that the sun, moon, and stars are "in the "firmament".
Isa.40:12-14, reads,"Who hath measured the waters in the hollow of his hand, and meted out heaven with the span, and comprehended the dust of the earth in a measure, and weighed the mountains in scales, and the hills in a balance? Paul then wrote from that:

Rom.11:33-34, "O the depth of the riches both of the wisdom and knowledge of God! how unsearchable are his judgments, and his ways past finding out! For who hath known the mind of the Lord? or who hath been his counsellor? "
