No, that's because the brain doesn't fully mature until around 25. It's not people acting significantly different, it's just how our biology functions.
30-50 years ago people had jobs at 18, lived on their own, got married, bought a house, had a family, had a career, etc.
Today many kids don't leave home until their early/mid 20's, some later.
I had a job at 14 after school pumping gas, changing oil, fixing flats, etc at a service station.
My parents picked me up after work. I worked to save money to buy a car for when I was 16.
Today you all call that child slavery
