It's like being a civilian: everyone who isn't in the military is a civilian. It's certainly possible to decide not to enlist after putting careful thought into it, but this doesn't change the fact that babies who don't even know what a military is are still civilians.

In the USA, fake news is primarily controlled, by those who hate religion; atheism. They have this chip on their shoulder, to where the ends justify their lying means. Understanding atheism doesn't deny God. Atheism only recognizes man's ignorance about God.
What atheism does deny is all messengers of God. I suppose a few people might be reluctant to let go of their favored messengers.

disbelief or lack of belief in the existence of God or gods.
I believe babies lack belief.
To lack belief in gods, one must be aware of the idea of gods.To lack any beliefs about Gods, you can't recognize anyone claiming to speak for one.
