Perhaps one should not ask "which came first?"

Perhaps one should ask "What arose?"

Once intelligence arose the universe becomes intelligent. Perhaps the universe was designed by the intelligence that arose in it! Here's one possible scenario:-

Future scientists design and build a BIg Bang Generator and send it back to the year dot where it creates the big bang. Stars and planets form, evolution arises and the future scientists are born. Time is also created to be manipulated by the scientists. So the future scientists design and build the Big Bang Generator!

The second question after "what arose?" is what the arisen intelligence can do? Surely this should be the starting point?

That was a very nice possibility, apart from the fact that there's nothing the Big Bang Generator could possibly be made of.

(Personally, I'm of the opinion that God is what happens when you combine time travel technology with post-humanism.)

There are two things in such a Universe: Intelligence and that which the intelligence created out of nothing!
What the intelligence created out of nothing would bring the intelligence into existence, and allow for a means of creating everything out of nothing. It just requires intelligence.

You take what's within and create the generator/computer. You send it back in time to the year dot and turn it on. You just need intelligence.

The intelligence comes up with a way of achieving the goal - to devise a way of bringing itself into existence. The result leads to the universe we know, evolution and future scientists solving the problem.

The intelligences just devised a way of bringing themselves into existence.

Intelligences arose and then worked out a way by which they would arise. That's the problem. Where did the Intelligence come from? They created themselves.

You people is only part of the rationalizations he is living for the sole purpose of continuing to speak without hearing.

In the big rock candy mountain... a kids show... they teach you can draw more flies with honey... I don't feel an overwhelming need to point out logically how off Thief is when you would both have to start there and understand he or she seems incapable of hearing or understanding but only interested in preaching and judging.

Anything more complicated or interesting doesn't deserve a rebuttal because it came from you people. And he wants you to make a choice you probably understood as a fallacious argument when your were 9. (Even if the why took longer.) Hmm... I would say its a false dichotomy but that would give too much credit to the presented two choices.
