Well if you want to be all technically and not get to the point your quotation clearly says that they withdrew from the treaty.
which is why I quoted it. It would have been silly of my to plagiarize Wiki, just to prove to you that NKorea did sign it. And besides, there is some dispute whether their withdrawal was done withing the legality of the treaty.
But either way, there is no international law requiring a party sign a treaty, that would go counter with the basic ideas behind the treaty itself.

If you look at a map of Iran and it's neighbors, you will see a long time presence our country has had in two of those countries that share a border with Iran.

So having nuclear weapons without the treaty is legal? Why is North-Korea condemned for it then? Why is it forbidden to have nuclear weapons if you have a treaty or not yet Israel is ok to have it?

Are you really not paying attention or is the concept of this to hard to comprehend?

International law only applies to those that agree to that particular law. Most countries agree to the terms of the NPT. A few countries have not. Four in fact. Israel, India, Pakistan, and Southern Sudan. They do not agree to the terms of the treaty and therefore cannot be held to the terms of the agreement.
This would be like Assad91 and I having an agreement that Muslims and Jews will not criticize each other's religion and holding you in the wrong for violating said agreement.

As for NKorea, the reason it is considered illegal for them to have nuclear weapons is because there is a dispute within the treatied parties as to whether NKorea withdrew from the NPT correctly and whether they actually had the right to do so.

So if Iran leaves it can have Nuclear weapons?

Israel never signed the treaty. Therefore the treaty has no meaning for Israel.
