It suggests it's a bad thing. i.e: that only ethnic Italians are "real" Italians, and that the ethnography of the country is somehow innately a good thing. It also feeds in to the explicitly racist and fascist conspiracy theory of the Great Replacement:

If some " ethnicity" (Whatever exactry that is)I have listened to the minister's speech. He basically said: "we should boost Italy's birth rate, by telling Italians to have children, instead of importing migrants".
Also because it's logic, since these migrants won't solve the low birth issue.
