As I mentioned recently, the only people I hear claiming that people routinely confuse sex and love are people who belong to religion with sanctions against sex outside of marriage.
I think that religious people routinely confuse religion and morality when it comes to sex.
Sexual norms within religions are (together with dietary norms) attempts to control behaviour, information, thought and emotions. (See Steven Hassan - Wikipedia)

I would go somewhat farther and say so many of the major religions endeavor to make sex as risky as possible. Especially sex that has not been endorsed by that religion. Religions go out of their way to dissuade teaching how to be a good partner, how to have respectful sexual relations and responsible sexual relations; so that sex outside of their cultural structure is difficult and confusing and dangerous. The result being that when a person leaves that culture, in whole or in part, they have a hard time navigating and are more likely to retreat back to what they know. Back to the welcoming arms of shame and chastisement.

Maybe I was a little too subtle by referencing Hassan but that is what I wanted to say. Most religions, measured by their textual norms, fall into Hassan's categorisation as cults.
