Shooting someone is a mighty strong action. Even leaving the scene of a car accident is a crime.
Even so, “always” was the wrong choice of words. I can think of a half dozen legal reasons to leave. Not saying they apply here, but they certainly negate the term “always.” Words have meaning.

Leaving the scene of a crime is a crime. It's up to the local prosecutor to decide if it's a crime in this case. But leaving seems like a very bad idea.

A person who didn't commit a crime isn't obligated
to remain at the crime. (justified shooting in self
defense isn't a crime.) I doubt that there's even a
law requiring the person committing the crime to stay.
