If that's true, then the New Testament say one thing, while the Old Testament.

With the New Testament, it may say that evil spirits or demons may be under the Devil's or Satan's rule, but in 1 Samuel 16, 18, 19 clearly stated that God had sent an evil spirit against Saul.

In the Old Testament, God command and control all spirits, good and evil.

The word "spirit" in the Bible often refers to a person's mental inclination.(Philemon 25) This is apparently how it is used here. God withdrew his Holy Spirit from Saul. Without this Holy Spirit, Saul's own bad inclination or spirit dominated him. IMO, because God permitted that spirit to replace his holy spirit, it could be termed "a bad spirit from Jehovah." Saul lost his peace of mind and appeared to suffer depression and terror. He became a wicked murderer. Jehovah does not use wicked spirits or demons.

Or it was political propaganda...note that Saul was also known for showing mercy to his enemies...but in the OT God sent the evil spirit to him...it actually seems to be a fit of madness if anything, as they tormented him and only Davids harp could soothe him.

Saul had a migraine headache. The writers of the Bible add demons, Gods, angels, spirits, dreams, visions to ALL their stories so as to not having to declare that the Prophets and writers are the ones ordering all the wars and peace. Plus the additions keep people in line or they'll pull out "the book" and show the illiterate where they are guilty.
