No. Many companies relocate before committing to illegal employment. Workers with false documents that are hired are seen as legal by the company but not the state.

To answer your question. Yes I do understand. When I was a teenage those were the only jobs open to people without qualifications or a highschool diploma. Hence why school was important which i quickly figure out with my $8/hr CDN 2 decades ago. Also my father was a farmer......
