I recall reading something somewhere about governments, laws and people that is probably apocryphal hyperbole, but it was illustrative of aspects of government and citizenry.
It was said that a virgin with a cargo of gold could cross the whole of the Mongol empire under Genghis Kahn without once being harassed. It was explained that this was due to the power of Kahn and not to the minds and wills of the citizens. People feared the stick, so toed the line. That's the hitch, when a powerful leader that imposes some measure of good passes, the weeds quickly return. And sometimes in greater numbers. Like the Sand People of Star Wars.
What would be more useful is a change in the political, philosophical and ethical views of the citizens that would sustain beyond regimes. A pipe dream. But if you can get a majority to see things along those lines of rationality and civility, probably as good as it will ever get. I don't think we have really every had that and I'm not sure how close we have gotten, but maybe better than most.
