I hope so.
But apparently me leaving a polite note saying "hey, this object blew into my yard on a windy day and I've been holding onto it in my garage; is it yours?" means it's okay for them to try and guess the code to my garage door (which is basically breaking into my house). Granted, I'm connecting the dots here a bit, but there are only two other people who know the code to that keypad and both of them live out of town and wouldn't have left it flipped up and open like that.
Sounds like you need to have a little heart-to-heart talk with your neighbor. I would expect they will just deny doing it, though.
