that one cannot drive there without a CA driver
license. This is even when they know the person
is a tourist, not a resident.

I'm shocked, I tell you, shocked that CA cops are ignorant about the law.
It's amazing we don't hear about Blacks being shot by cops every day for driving with out of state plates. That must involve serious divine intervention.

Those drug sniffing dogs are trained to always
smell drugs. Doesn't matter if there are none.

I'm binging videos about cop behavior.
Most of it is pretty bad. Some cops are good.
We have a really severe problem with very abusive,
dishonest, & ignorant cops who get away with
murder...literally.
What's also interesting is that many of these bad cops
are also minorities & women. Diversity is no cure.
Dogs only know to please their masters.You're accusing people of leading dogs astray compromising their honesty and integrity.
If the masters want to be alerted to drugs,
dogs are happy to comply.
(Dogs are seldom aware of constituitonal
issues.)
