It's certainly tough to discern his meaning. Sometimes I wonder if he truly knows himself? Anyway, that is another topic.
Its public record FBI already having had surveillance there. You said it's an open question, he could be wrong, or IOW could be right? No because I won't give merit to just whatever millions of things I hear about Obama, birth certificates, Muslim affiliations, illegal wiretapping, it's all ridiculous until their is substantial evidence. Let's hear some more of Trumps private blunders lol.
It relates to the cromulence of his accusation.

Obama really did step in it though when he referred to his "Muslim faith"
during an interview. Millions of true believers were chortling, "See! I told you!".
It suddenly got more difficult to convince them he was just a Xian like them.

Not even close. The wiretap reported by CNN was of Manafort, not Trump, not Trump Tower. The wiretap reported by CNN was ordered by the FISA court, not Obama, who doesn't have the power to order wiretaps. Obama almost certainly didn't know about about the order to wiretap Manafort. The wiretap of Manafort was authorized sometime between 2014 and early 2016 (Manafort Urges Justice Department to Release Any Wiretaps of Him), not "just before the victory," as Trump claimed.
Terrible! Just found out that Obama had my "wires tapped" in Trump Tower just before the victory.
