Without modern machinery it would have involved a lot more work to add an unnecessary crossbar.

I was thinking about how Christendom (so-called Christian) pictures the cross bar being even with the upright pole.
To tie on a cross bar would make the pole Not be flat as Christendom depicts it.
Also, adding a cross bar to each pole would be un-necessary work for the soldiers.
