Brilliant! That's exactly it! "Who?" as a question is a way to identify God.

god can't be confined to human understanding as humans aren't God...But how does that become the question?

If it cannot be confined to human understanding then the best way to describe it is with a question, not a statement. This is a way to comprehend something which is unknown.

This reminds me how sometimes our senses can communicate things words cannot. In paganism sometimes ritual is required to understand something and it's not through words but through doing through action and experience. Through the senses and through the brain itself but not through words

If you mean "Doctor Who is God", then I disagree. He is a Time Lord, and has the ability to travel through time. He can do lots of amazing things with his "sonic screwdriver", and often fixes malfunctioning systems by joining a couple of wires. I agree that he is pretty amazing, and might seem like a god to a primitive race, but he's not a god by the usual definition.
