Following the guiding principle of doing no harm i would say it is much preferable to treat people for the altered mental states which lead to self harm than assist them to do it in the cruellest way possible.

I've lived in the USA all my life, and I have not heard of this. We are in a temperate climate and have not had much real starvation here for a very long time. Its rare for people to be starved here. We also have a low population per square mile. There is a lot of empty space here. We do have crowded cities, but most of the territory is empty.

Starvation historically does lead to some cannibalism anywhere in the world, regardless of where. Think about if you were a parent, and your children were starving? Your parental instincts might drive you to feed your kids. If you get hungry enough your mind begins to work differently. You may find yourself making excuses for doing things that you never would have otherwise. Now...that may not happen. You may find that your mind takes you a different route, such as suicide or some other thing; but...starvation won't make you nicer. It will make you value food more highly.
