Ferel cats (chats errant) were rife around out village. On several occasions (before i moved to france) the council hired hunters for an annual cull. I intervened and suggest trapping the cats and paying for them to be neutered (i would have paid but the council took responsibility). It worked, 6 years later we are seeing a decrease in chats errant. And with an arrangement with a local vet it works out cheaper than paying for a cull every year.
Yes the Issue is irresponsible owners. They do not do the right thing.
Here there is very little control over indiscriminate breeding of pets, despite trying to educate a small population since the early 1990's to be responsible for their pets.
I live remote in Australia, the cats in the outback are in plague numbers. That is the issue with poor pet ownership. I had to clean a house of cats once a long time ago after the occupants were evicted, the cats were basically feral in this house, living in the cupboards, doing theor business wherever they wanted to, there was over 15 cats and as wild as I have ever seen them.
It was the most distressing job I have ever had being an animal control officer, it was then I learnt there are very few really good pet owners. Some of those that think they are good, fall way short of their pets needs.
Then it may be I spoil our pets too much.
