I suppose it depends on what "winning the war" actually means. I think both sides are going to end up losing, regardless of which side actually "wins." Even if they win, they still lose.

Even the NATO countries have been under financial and economic pressures. Granted, it's not as bad as facing the ravages of war, but some NATO countries seem to be realizing that they can't really afford to finance this indefinitely over the long haul. There has to be an end, one way or the other.
