He's bankrolling Israel as US presidents have done for decades. He, and others, are supporti g Ukraine against an invasion from Russia. That's different than the case in Israel.
And he's a naive dumbass if he thinks he could have prevented it and persuade Putin to not have done it.
All these conspiracy threads trying to broad brush all Democrats due to the stupid words of some fired staffer or whatever are desperate attempts by republicans to distract from the real issues which are the popularity of Biden's policies in my view

Whilst I couldn't these days, when I was in my 20's I spent a little time in the army reserves.
I was one of the best shooters in my platoon and I can say that given I was new at shooting at the time, and given the young guy who shot at Trump couldn't shoot good enough to gain entry to his school shooting team...
There is no way I could aim.for trumps ear at 120m and hit it...my spread was about 50mm at 100m with an Australian version of the Styr 5.56mm rifle with scope.
I'll guarentee I was better shooter than this guy (and I was new at it) and if I couldn't reliably do better than that, he would have to be the worse choice for a setup near miss assassination attempt next to chosing a cross-eyed monkey!

Which is best done by supplying Ukraine
with assistance to repel the invader, ie,

Then help Ukraine defeat the Russian incursion. It'll keep Russia in it's place for another decade or more. And it'll put an end to Putin's lust for conquest.
I vividly recall that my country didn't wait to be "supplied" by Nazi Germany in 1943. The king signed the armistice in Sep 1943 because he wanted no more innocent civilians to die.
