I think your definition of institutional racism and mine differ.There are laws against institutional racism so that would be a matter for the courts, not a debate.

You certainly have a bias against certainty.Most truths are not absolutely certain. This one isn't either. So, while you can't say for certain, it seems very likely that he's a racist.
