Maybe, in a few years, AI will be powerful enough to auto translate any language and we will have fora where anyone can write and read in their native language. But until then it is sensible to seek a forum where a language is used that one can understand and write in.
Indeed. No one will be motivated to go to the trouble of translating from another language unless they have good reason to think it will be worth the effort. Our friend has no track record here that would motivate us to try in his case. But I'm pleased to see you have now encountered him and been able to explain.

It does seem to be a common belief. I once worked in an office that was planning to introduce a system whereby phone callers would have to press a particular number to speak to the right person. Volunteers were asked to make the taped messages. My scouse colleague volunteered.
Popular rumor has it that her first message was "press one if you want your car nicked."

I thought the scousers were famous for dropping old fridges from the top of tower blocks. :D

Mind you, the accent was very trendy back in the 60s, because of the Beatles.
