Yes. A prosecutable one. I believe those who did the latter were prosecuted, but those responsible for the gallows were not. At least, not for their artwork.

You should take a look at what happens in places like Haiti to see what real violence against a government looks like. Haitians no doubt laugh at what happened on January 6th when people refer to that as "violent" and "democracy nearly overthrown".
