Why shouldn't teachers be able to correct students? They can do that. I fully support it. I am, however, entirely against parents amd teachers beating kids.
Spanking is not interchangable with discipline or correcting. I fact, I learned with my nieces and nephews it's rather useless, especially with a family stuffed full of stubborn bullheads.
If you noted correctly, you would note that I am for “correcting”. If they cuss out the teacher, send them home. You could even add a “0” for the day.

How would you correct the person?

What if there would be nobody at home (eg they are at work) ?

Then you call the mom/dad/guardian and say “pick up your child” the same way you would do if they were sick.
And in today's American society maybe. Do you have enough police to do this? But let's ask @Revoltingest what he thinks of that idea.

That being said, if a child cusses out the teacher, they should be sent home. If they hit another child, they should be sent home. And in today’s society, there should be a cop at every school to take them to the principal’s office until they get picked up to go home.

And if they become violent, they should be expelled.
Why is a cop necessary?

So you disagree with the speaker in the OP?

He was speaking against a change to the laws around corporal punishment in public schools that would prohibit corporal punishment of "seriously disabled" children in public schools.

Yes, the Bible says to beat your kids. Not nudge them along . Not "oh its love so it's not beating them," yes it is literal instruction to beat your kid with a weapon.

How would you correct the person?
I tend to let themselves dig themselves into a hole and entangle themselves in a web of their own creation. I also realize peer pressure isn't inherently a bad thing and it's possible to "soft encourage" others to take a more proactive approach in encouraging someone to knock off the crap.
Sending them home for the day? Give them what they want? Not happening on my watch. I am, however, very big into snuffing flames and not letting my position be usurped by a misbehaving kid. Giving them a calm response that doesn't give them or affirm at all what they want is often enough to end it there once they realize they are not in control and will not be manipulating the situation.

Like I said… I have made direct answers multiple times and get tired repeating myself like what I am about to type:

PDF:
1) Studies don’t separate actual abuse
2) Studies don’t address other factors that contribute to psychological problems

All ages. Of course specifics change depending on age group, but people are people. Some of us more different than others, but at the end of the day we're all homo sapiens, we are all animals.

I agree with that - unless he/she attacked me and then I would defend myself


Send them to the principal and give him/her a zero for the day
Nice sidestep if that major of a reaction was not overkill already, but in light of the OP now that you know what it is, why not spank them?

A child has sworn at school and you think that nurses, doctors, teachers, care workers, pilots, office managers, retail staff, sales reps etc etc etc etc etc can just leave work and come home for that reason? Exactly what planet is it that you live on?
