I like the way the indigenous PNW tribes did it. Once or twice a year the community gathered, and he who gave away the most resources was the most important (it was called a potlatch, where we get the idea for a potluck,), the "big chief". This mentality ensures that we are always taking care of each other imo..

People do not clothes themselves with healthcare. They do not drive healthcare. People still have to buy food, pay rent etc. But if they get sick, they can get care.
