I've just learned to watch for them. I thought about buying a handful of safety vests and leaving them where they could be found and returned. But sadly they wouldn't be returned. Maybe leave reflective tape out. Cheaper to replace.I'm not sure why folks do that. My only (reasonable) guess I could make is it was cold and simply the color of their coat and they didn't have another option.
