Make sure you study recording laws. Maybe it doesn't apply, but better to know than to see someone commit an atrocity, then end up the one in legal trouble for recording.
I have.
The biggest problem is that many states have laws
prohibiting placing the dash cam on any usual windshield
location. It appears that such laws rarely result in
violations.
Dashcam Laws by State - FreightWaves Ratings

1st Amendment right to record with a dash cam exists in all states.
If a state does have anything prohibiting this, it would be superseded
by SCOTUS ruling.
Supreme Court Upholds Legality of Videotaping Police

But if a cop of the thug kind does demand that one stop
recording, then this would likely be a situation most in need
of being recorded. Could be they want to hide something.
Surreptitious recording would be useful to avoid an altercation,
eg, having one's phone in one's pocket. It's legal.

An interesting video...

Do you have to tell the person they are being recorded?

It depends upon the state.
But when cops stop you, you're not required.
This is cuz it's a 1st Amendment right.
Of course, cops are generally ignorant of the
law, & would likely argue the point.

Day 2 of my open rebellion against the Empire. So far it has been quiet. A little too quiet if you ask me.
In the TV series, "Foundation", the ruler (known as Brother Day
to his fellow clones) is called "Empire". In this scene he punishes
Azura for plotting against The Empire. So cold....so very cold.

That sounds totally unlike the Asimov series that I've loved for many years.
