It's not so much that the cosmos and nature have intelligence as that they are intelligence itself. It may be a semantic problem. For example, we may say: 'the lightning flashes', when, in fact, the lightning and the flashing are one and the same phenomena. Or we may think of a tree as made of wood; it is not made of wood; it IS wood.

And so the mystic Vivekenanda tells us:

'The Universe IS The Absolute, as seen through the glass of Time, Space, and Causation'

So looking at it this way, intelligence and the cosmos are not a duality; but a unity. Intelligence and the cosmos are one and the same Reality.

I wouldn't say that electromagnetism is intelligent, but those fundamental interactions under the right circumstances, can cause matter to form in complex ways which could lead to more interactive and intelligent or "conscious" forms.

A rock interacts with its environment in a simple manner. A plant interacts with its environment in a more complex manner. An insect or an animal interacts in an even more complex manner. Through the process of evolution those interactions became more and more complex. The human brain is the most highly evolved and therefore interacts in the most complex manner. Everything interacts in some way, but not all forms/interactions are equally complex.
