No, they are not.
First of all, that's not really a law in the classical sense of the world.
Secondly, we all know about causality.
The question you are being asked is if you understand the difference between "cause" and "purpose". Apparantly you do not.
But different sides.
Like all thumbs are fingers but not all fingers are thumbs.
Likewise, not all causes have some purpose, like you seem to be implying.
Some causes have. Many don't.
What makes you think there was a purpose behind it?
what makes you think there is none ?
