There are enemies of God says to him on the ground should be fighting them
So why to trace the teachings of the Koran ????

وآخرين من دونهم لا تعلمونهم الله يعلمهم وما تنفقوا من شيء في سبيل الله يوف إليكم وأنتم لا تظلمون ),ترهبونthe enemy of Allah and your enemy Who is the enemy of God ??

Declare war against the attackers ,whom attack the Muslims ,thats what that verse said , I know that you know that .
That verse talking about war , when Muslims prepar to defend for them selfs. DURING THE WAR

الَّذِينَ عَاهَدْتَ مِنْهُمْ ثُمَّ يَنْقُضُونَ عَهْدَهُمْ فِي كُلِّ مَرَّةٍ وَهُمْ لَا يَتَّقُونَ

You want the army to be cute or something that the enemy laugh at? Any army should have that fearsome feel so the enemy thinks twice of attacking. I see you're ignoring the following verse again.

That is very unlikely as the term "terrorists" wasn't around until the 18th century, and even today there is no real "one size fits all" definition of terrorists (serial killers especially tend to the blur and defy these definitions).
