Generally, in these parts it isn't acceptable under normal circumstances, but if you have multiple cars, all with hazard lights on and going slowly, people are aware there's a problem and no one attempts to obstruct what you're doing.
If he attempts it alone, that will probably be frowned on.
I'd go with, but my car's broken. His cars aren't running right. And the only friend we have has no license... Ugh.
