It applies to a cop drawing the gun on someone
running towards them with both knife & intent.
The cops already had their guns drawn, & the
victim wasn't advancing on them in a threatening
manner. He appeared to even be surrendering.
The mere possession (or suspicion thereof) of a
weapon doesn't justify killing. (I recall there being
numerous court rulings on this.) A problem with
the attitude of "See gun. Shoot!" is that cops do
shoot each other when one isn't in uniform.
