Why is eternal torture justified for not doing it? Remember that most people reject Islam because they were brought up to believe in a different religion, so it's not their fault.
Also remember that the outcome of all events is determined by Allah's will and decree. This means that if someone believes in a different religion (or none) it is because Allah willed and decreed it, so again, not their fault.
Punishing people for something that they are not responsible for is the definition of injustice. So Allah is also unjust.
