So small you can barely see them. I think they're just a flying tooth.

I was going to mention no-see-ums, but the article identifies them as the US equivalent. That is a different family than Tabanidae that is represented by the horseflies and deerflies.

We have a number of different species and groups of biting flies, but I don't recall having encountered no-see-ums much. Those damned horseflies land right on the center of your back, often just out of range of where you can reach. But they are slow and clumsy and you can still get a chance to off them. The bite is like having a pencil stabbed into your back.

I suggest that was avoidable.
Sometimes. According to what I've been training with, proper planning, examination of the potential hazards and an understanding of the chemicals being used can greatly reduce such accidents.

But all that is serious and completely out of place here.

I almost lost my job when I refused to continue until we changed the coolant. The supplier told my boss, "There's always a complainer in the crowd". The president of the company comes running at me,"So you're quitting?"....I answered, "No sir, I'm just waiting until you change the coolant. Sir, I remember you changed a coolant because you didn't like the color. I've been scratching for three weeks".....He told my boss to take me to another supplier and let ME pick a different coolant.....You're correct, It was avoidable.

It depends on when this happened as to what laws would apply, if any. These days workers can demand change and if the safety engineer has any salt at all, those conditions and hazardous coolant wouldn't be in use or their would be engineering and PPE in place to abate the risk.

We get march flies. Their bite is like having a read hot 6" nail driven into your flesh but at least I'm not allergic to them as I am with sand flies.

I get itching, pain, redness and sometimes swelling at the site of the bite, but nothing beyond that. It is enough. The pain is strong, but goes away quickly enough, but the itching can drive you nuts. I'm more concerned with infection from all the scratching.

I had to look that up. Your march flies are tabanids. The same as our horseflies. Similar size too apparently.
